On 17 December 2021, U.S. Customs and Border Protection (CBP) informed via Cargo Systems Messaging Service (CSMS) that the Harmonized Tariff Schedule (HTS) update reflecting the five-year changes by the World Customs Organization (WCO) ("the five-year World Customs Organization harmonized tariff schedule update") will not enter into force on 1 January 2022. As CBP notes, it is "awaiting formal direction for this update, which will be implemented by Presidential Proclamation and published in the Federal Register". In the meantime, CBP "will continue to use the current harmonized tariff schedule and encourages the trade community to do the same until further guidance is provided" (CSMS #50430066).
