Nonproliferation Act for Russian Organization

Rosoboron Export (ROE), is the Russian organization that import/export defense related goods for Russian government. So, US government applied sanctions on some people (mentioned in report of ROE) based on the section 3 of the law (act) for the Iran, North Korea, and Syrian.

Unless secretary of state allows, US people cannot have any business (contract, goods, services) with people in the sanction list. Both export and import are banned.

No new licenses (for export of controlled goods) should be indirectly transferred to the person in the list. Old licenses for export are suspended as well.
